MINE HEALTH AND SAFETY ACT, ACT NO.29 OF 1996
The employer’ attention is drawn to the requirements of Section 2.(1)(b) of the Mine Health and Safety Act, (Act No 29 of 1996, as amended), which states that, a mine must be operated in such a way that employees can perform their work without endangering the health and safety of themselves or of any other person.
The employer of every mine that is being worked must therefore prepare and implement a health and safety management system, which includes, but is not limited to, adequate management and supervision; fatigue management; alcohol and drug testing; as well as all other necessary operational requirements as per the risk assessment process.
2016 TO 2018 SCHEDULE FOR BARBERTON MINES (SHEBA, NEW CONSORT AND FAIRVIEW)
- To examine and repair winding plants and ancillary equipment including headgears, tips, bins, stockpiles and ancillary conveyor belt installations and to remove accumulations of rock and fines from such places.
- To recap or replace winding ropes and turn ropes end for end and to hoist rock for setting of trip mechanisms.
- To carry out repair work to the reduction, recovery and acid plants and to install machinery which could not be done without the complete stoppage of that part or effecting normal operations in the section where such repair or installation is done. To remove accumulations of fines and spillage at such places.
- To examine and repair shafts and winzes in which hoisting is done including the examination and repair of equipment in the shaft or winze including ore pass boxes, chutes and ancillary conveyor belts used at such shaft or winzes in connection with the working of the shaft or winzes. To lash spillage at such places.
- To service and maintain main line surface railroads and overhead trolley wires and to lash spillage at stockpiles and loading chutes.
- To examine and repair and extend surface rock dumping machinery if such machinery is continuously in use during the week.
- To examine and repair and extend surface rock dumping machinery if such machinery is continuously in use during the week.
- To examine and repair compressed air plants, main compressed air pipelines and compressed air receivers.
- To do such examinations, maintenance and repair work to replace any equipment in assay rooms, which could otherwise not be done without affecting normal operations in the assay rooms.
- To examine, repair and replace battery charges an charge electric cap lamps, continuity testers, locomotive lamps and batteries for underground machinery and maintain and service flammable gas warning and measuring devices, flammable gas measuring devices, carbon monoxide detectors and other similar devices
- To irrigate seedlings on dumps being vegetated.
- To transport persons between their quarters and places of work and to carry out such transport services as are provided for recreational purposes.
- To attend the reception of recruits, to do welfare work and work in connection with mine sport clubs
- To service and maintain acclimatisation centres if such cannot be done during the week without seriously interrupting acclimatisation.
- To operate and maintain the sewage plant and do work incidental thereto
- To examine, repair and maintain telephone security and communication installations, computer equipment and seismic networks and where necessary to replace equipment
- To carry out check surveys in shafts and main haulages and to carry out levelling and work incidental thereto in connection with ground movement in dolomite areas.
- To examine and repair electrical sub-stations, overland cables, distributing stations, hydro- electric generators, converters and electric mains. To reel out and install high and medium tension transmission cables, supply cables or conductors and to make the necessary connections between sub-stations
- To examine, clean and repair main haulages including rails, overhead electric trolley-wires, haulage engines, main pump columns, electric cables in main haulages, ore pass boxes and chutes. To lash spillage in such places
- To install, examine, repair and maintain pumping, ventilation and refrigeration plant including chilled water plants and ancillary equipment.
- To repair, maintain and clean the drinking and industrial water service in the environs of the shaft. To clean out and maintain settling sumps and hoist or pump the sludge to surface.
- To carry out ventilation tests and to do ventilation changes which affect a ventilation district or districts, which if done during normal working time would affect operations.
- To carry out test for flammable gas in development ends and other places considered necessary before fans are restarted after there has been any interruption in the power supply affecting the fans.
- To patrol the mine for fires and to install, replace, examine, repair and maintain the detecting systems.
- To continue the placing of concrete and cementation work that has already commenced if the discontinuation thereof will affect the quality of the concrete or the effectiveness of the cementation process on condition that the work cannot be programmed to be completed during the week.
- To transport large and heavy equipment and large and heavy material through shafts and along haulages when this cannot be done during the week without seriously impeding normal operations.
- To dismantle, service and repair mechanized drill rigs, raise borers, tunnel borers, scoop trams and large mechanical rock handling equipment and to transport such equipment and machinery and mechanical drilling equipment/rigs.
- To service and repair heavy earth moving machinery, loaders, main mobile machinery and mechanical drilling equipment/rigs.
- To clean dust extractors and dust filters on surface and underground.
- To install, alter and maintain backfill equipment including pipes thereof,
- To install, maintain and repair underground blasting systems
- To hoist and transport material trucks.
- To service and maintain underground locomotives, hoppers and personal carriers.
- To do any work in the workshops that is necessary for any of the tasks mentioned in preceding paragraphs.
- To lower the shift at 20:00 on Sundays.
- To commence with crushing of ore at on Sundays.
- To beneficiate ore in the plant.
IMPLEMENTATION PLAN
- Once this SP has been approved by Senior Management, implementation will take place by means of the following steps:
- All incumbents responsible to comply with any part of this SP will develop a system for ongoing compliance. All relevant personnel are responsible for the implementation and compliance to this SP. Regular inspections by the Safety, Mining, Engineering, Plant, Logistics and Service departments to assess the effectiveness and implementation of this SP will be done.
- The Chief Safety Officer will monitor the progress and forward the document to the drafting committee for review when necessary.
- All incumbents responsible to comply with any part of this SP will be re-trained and over-inspected for ongoing compliance.
