Security Manager
The Security Manager is responsible for the overall management of the Central Control Room and enforcing full compliance to this procedure and all other related requirements.
Control Room Coordinator
The Control Room Coordinator is responsible for the following:
- To ensure that the fire detection alarm system and the telephone communication is operational at all times.
- Reporting of any faults on the above immediately to the appropriate and responsible person
- Ensuring that operators are trained and competent in order to mobilise emergency services as required according to all procedures.
- Ensure that the proper documentation is recorded in the Occurrence Book
- Check weekly reports for testing done on 911emergency line for any problems encountered.
- Ensure that that the Emergency check list are readily available.
Assistant Control Room Coordinator
The Assistant Control Room Coordinator should understand and be responsible for the duties as set above:
- CCTV Operator at the Control Room
The CCTV Operator is responsible for the following:
- Effective Response to the daily testing of the 911Emergency Telephone Line;
- Effective reporting and response of the Fire Detection System;
- Effective response to any emergency reported on the 911telephone line;
- Effective reporting should an emergency be seen on the CCTV surveillance system;
- Reporting of any fault on the 911telephone to the IT department immediately and making an OB (Occurrence Book) entry.
CCR OPERATOR REQUIREMENTS
Language
- Ensure that at least one (1) English speaking person and one (1) Siswati speaking person are on duty at all times.
- NB: Any employee reporting an emergency must ensure that the CCR Operator understands clearly. The
- CCR Operator may ask any employee to repeat any detail of the emergency.
TRAINING
- A Lesson Plan to be drawn up and kept by Training Centre on when and how often refresher training be done
- Dry Runs for emergencies to be run in the underground situation (Scenario to be to a genuine event)
- See all Annexures and see that all employees which are sent for training get familiar with such documents
RESCUE AND RESPONSE
- A detailed telephone list of the Proto team is posted-up in the control room at each section. All the Head of Departments at the three operations have contact detail of the rescue Team. The Proto team will be assembled at the Fairview proto room where they will be briefed on the situation and mobilised to deal with the emergency.
POWER FAILURE
A power failure will result in the following:
- The communication system will go on the UPS. (SP03);
- The compressors will stop;
- The ventilation supply will discontinue.
In order evacuate personnel from underground workings safely in the event of a sudden power cut. The below procedure must be followed:
- Ensure communication not disrupted by testing the UPS at regular intervals;
- Start the emergency diesel fan at 11 Adit Fairview, SP 03
UNDERGROUND OPERATIONS
Mining
- Ventilation flow will reduce and at some working places air may stop or change direction.
- Stop all work and close off compressed air valve. This will conserve pressure in the air columns should it be required for other emergencies.
- When a total power outage/failure is experienced- no lighting up for blasting should be done. Withdraw all to the relevant waiting place an account for all employees in his area of responsibility.
- The Miner must ensure that he/she carries out specific tasks dedicated to him as per special instructions. (Closing of fire doors and ensures that vent doors are kept closed).
- Proceed to the station and keep calm and wait for further instructions.
- Ensure that the call out procedure is communicated. Communication systems may be affected by the power failure and the UPS system will allow telephones to operate for at least 2 hours.
Engineering
- Engineering must carry out specific tasks as per the emergency procedure in the event of a power failure. The Sectional Engineer or in his absence the foreman of each section must ensure that specific tasks are
- assigned to dedicated personnel prior to the emergency.
- The person responsible must also ensure that the stand-by personnel during night shift and weekends are properly briefed of their duties.
- Ensure that the call out procedure is communicated.
- Specific duties for Mining
- Withdraw employees to surface by climbing up via the chairlift system. it will take approximately six hours to reach surface on a normal pace from 60 level.
- Employees may also evacuate via the ramp system up to 54 level and proceed via the ramp system to Sheba
- 351evel MRC and then MRC Shaft.
- The escape route to Sheba mine may only be used when instructed to do so by the Manager Mining.
During the blast
Should the power failure occur after lighting up the stay-a-lite, the Miner must:
- Follow the normal withdrawal procedure to stations.
- No person to use the ramp system after 12HSO as the blasting smoke will contaminate the area.
IT Department
- Generating and circulating weekly reports to the relevant departments;
- Ensure that the correct numbers are allocated to the Refuge Bays Underground;
- Any corrections are made on the telephones should it be needed;
- Fix all faults reported to them;
- Ensure that the 3 ex switchboard programme is operational at the CCR.
